Time to put Kalimdor Child Protective Services on speed dial, folks, because it's Children's Week! The one week of the year when we drag terrified orphans into dungeons and then are vaguely disappointed that they don't die when we drop them in lava. But some people, like Qiuxiang of Epilogue on Eldre'Thalas (US-A), prefer to inflict more elaborate forms of psychological torture on their offspring, such as forcing all of his children to dress exactly like him. Kids, you better follow in his footsteps, or else you'll be out on the street!

I forget the name of the item off the top of my head, but there is some kind of consumable or trinket that turns you into an image of your target.
So I'm guessing 4 of his friends did that, and he put a little http://www.wowhead.com/item=44228 on each of them. Presto screenshot as above.

I don't think that's what he did, Pyro, at least not as far as the trinket. If you look closely, their shoulders are different from his and the one clone in the back is female.

It's the Draenei commander who comes to offer his services in Westguard (or is it Valgarde?) Keep in Northrend and gets turned away on the advice of a politician who turns out to be under the control of the San'layn Prince Valanar. If you look closely you'll see they're just wearing the same armour, not all the same faces/hairstyles/etc.
Sadly, I can't think of any subsequent case of the Draenei taking the field. Or, in fact, doing much of anything. There are Draenei shamans at Highbank in Twilight Highlands, and several Draenei or Broken members of the Earthen Ring, of course, but the Draenei as a people seem to be sitting this one out as they sat out most of Wrath, which makes me unhappy. I love the Draenei.

It's Valiance Keep where the draenei are at, in Borean Tundra. And the politician you are talking about, I believe his name is Counselor Talbot, is actually Prince Valanar himself. He was influencing someone, but it was the commander of the forces there, not a politician. He was also influencing Thassarian's sister.
Also, there are some draenei at the high elf lodge in Hinterlands, helping the elves there, but like you said, there's not that many draenei out there. Blizzard has continued to ignore them as well as the worgen, meanwhile the blood elves have been reproducing like rabbits since BC and they are literally everywhere, sticking themselves in everyone's business. Same with the goblins, but to a lesser extent.

Because they don't know what to do with the Draenei and are afraid of the "backlash" that might happen if they further integrated them into Azerothian society, since apparently they got afraid from the small but very vocal minority that had a hissyfit over the draenei retcon.
