Unlikely. The poles are nice but not necessary. There are other poles which do not bind which are almost as high on their bonuses. There are also poles which are obtainable from an easy quest. Why bother making the +30 poles BOA when with 10 minutes of work you can get a +20 pole for free? Heck, you can FISH UP a +20 pole.The journal drops fairly often. There are multiple sources for it. Outland dailies, Northrend dailies, even fishing in wreckage in the old world will sometimes bring one up. And if you get it in a crate, you can mail the crate to another character.They make items BOA when they are one-time items (such as the Collector's Edition pets, or annniversary pets) or items meant to be shared around an account (like Heirlooms.)Something like a fishing pole, which is readily available, and especially ones considered rewards from a daily bag, are unlikely to be made BOA. And especially something like the journal, which has so many sources it's ridiculous.
