You know, Blizzard once suggested that they want to allow players to scale their level so that they could play with their lower-level friends in things like Battlegrounds and Dungeons (via LFD). They said that Heirlooms and Abilities scaling to level were partly changes towards this.

Do you think they would allow folks to attain stuff like the Herald of Titans title using a level-reduction mechanic? All the WotLK gear would still be available, but re-gearing multiple players for Ulduar just for a title would be quite a bit of work.
