They can, or atleast could when they nuked Warsong EU and a few other servers (they were left almost empty after a certain nationality transfered to their new regional servers), Blizzard have given free transfers from those servers then gave some deadline and everyone who was still there after it got moved to a randomly selected server.

Then a few weeks later they launched "new" servers under new names reusing the hardware.
