Clearly Blizzard doesn't care about people who don't raid. It's not like they're putting in a new area with 60+ daily quests and tons of rewards and an ongoing storyline with a new mount at the end for whoever puts in the work....oh, wait.

You can probably pug the easier bosses and grind your way up that way. With only seven bosses total I'm guessing that each one will probably reward a substantial amount of rep per kill.But, yea, if you don't raid you don't get access to top-tier loot. It's shocking I know.
