In many guilds, being an officer is a perk in, and of, itself. While in theory officers have a large amount of responsibility, in many cases it's actually only 1-3 folks at the top doing all of the real work. The rest do other tasks, like stirring up trouble, strutting around in a self-important manner, and demanding unearned respect.Great officers are the folks who put the guild, as an organization, ahead of their own goals. They're the kind of people who would do as you suggest, and have a non-officer work on a legendary first. The rest are the same people that will figure that they deserve it by virtue of all of the hard work they, as officers, put in.
