I'm sure this is temporary.
At the moment the PTR is VERY unstable (I mean.. It -IS- the PTR, after all) and having a big flashy log in screen may add more strain to it. There's no real reason to have the LIVE version of the log in screen on the PTR anyway.

Well if that was how it works, you wouldn't be able to see the logon screen when you weren't online.
It's local, just like all the other assets.

Your client rendering a big flashy login screen has no effect whatsoever on the server.
