Have to throw in here with the others saying no to epic gem prospecting or cutting in 4.2. While it's true we got it in 3.2, you have to remember, that was the third raiding/pvp tier of the expansion, not the second. (The first being the one released with the expansion.)
By switching up the way they do patches, Blizz has essentially made patch number irrelevant to predicting this stuff. 4.2 may be the second content patch, but it's still only the first tier step-up of the expansion, and I think that will be the determinate.
Now, I wouldn't be surprised if, a la 3.1, we did see some way of getting epic gems. It likely won't be in fishing bags (unless there are new level 80+ fishing dailies added...), but the new Hyjal dailies might be a good place to look; I wouldn't be surprised if one or more had some kind of "bag" reward, and said bag had a random chance to drop an epic gem. Or it could be some kind of very low chance off gathering nodes in the Firelands, since gathering professions don't usually see any love between expansions. (That's probably wishful thinking, though.)

I probably agree with you, however the other indication (and that's all we have to go by is indications) is that the fishing epic was introduced in 4.1.
