I recently passed gear lvl 346 and thought myself "ready" to raid (as an Arcane), but found a sad stat: ~11% chance to miss on a Boss. It seems Blizz changed itemization of hit rating completely since WoTLK. Should I still try to max it out? I am about 1100 hit rating away... Or there's a more reasonable hit chance I should aim for? I couldn't find it in your previous articles. Thanks.

If you're having trouble reaching the hit cap in 346 gear, you have the wrong gear. Go back to grinding heroics, get cloth with some hit rating.
All spells have a 17% chance to miss against raid bosses (or any mob 3 levels higher than you). However, Arcane no longer can access talents that reduce chance to miss, so all specs of mages need to gear to 17% hit (1742 rating) in order to not miss raid bosses. To help, get the Stump of Time from Tol Barad, and the Justice Point helm for a healthy amount of hit.Against 5-man bosses, you only need 8% hit.

Reforge all your gear for hit. It sucks, but its the most important stat to have until capped. Missing a 50k crit is a sad thing to happen. In full 359 gear with the BH hit trinket I'm still reforging almost all of my gear for hit.I was against doing this for a bit, as I figured "well I can sacrifice a few misses to have everything hit harder" but I was wroooong. My overall damage on fights has increased significantly since reforging to hit cap.

Yes still cap out, Cap is 1742 rating. Reforge, gem, and enchant your way there. It will be a pain for now, but mostly because this is still the first tier of equipment for level 85, in later patches ilvl 380-400, or whatever they'll go up to will have much more hit rating natively and it will be much easier to cap out.

@jabberwoxy I don't believe raid tier will help with hit anymore. Didn't they say back during blizz-con that in order to keep hit valuable, each tier of raids would involve bosses that have higher hit caps? So while first tier bosses, we'll say they're 83+ mobs, require 17% hit, a second tier boss, 83++, would possible require 20% hit or something of the like. In other words, the gear will have more hit, but you won't be able to just get rid of it if you were already over cap. That's how I understood it, at least. It may have changed, but I don't recall them taking this back.
