All spells have a 17% chance to miss against raid bosses (or any mob 3 levels higher than you). However, Arcane no longer can access talents that reduce chance to miss, so all specs of mages need to gear to 17% hit (1742 rating) in order to not miss raid bosses. To help, get the Stump of Time from Tol Barad, and the Justice Point helm for a healthy amount of hit.

Against 5-man bosses, you only need 8% hit.
