I have a question about the 4.2 Conversion from Valor down to Justice Points (JP). Are the existing Justice Points lost, or is the new JP total equal to the combined old valor points + old JP?
I'm guessing the later, but I don't want to have JP banked up and lose them.

The new jp are added, even if you go over 4000. You just cannot gain any more until you go back under the cap.
