I think they're sitting on the dance studio until they finish new models for the Vanilla races. What's the point of creating all these animated sequences for old models? (I'm assuming here that new models wouldn't just be reskins of the old model framework.)
(I'm also assuming that they'll be redoing the vanilla models in the first place.)

You could be right. releasing updated player models along with new customization options would have a bigger impact for players than just a patch note saying, hey we updated your skins.
I suspect part of the challenge here is that the dances are attached to the player model kit. This kit contains the base model along with all the various customization options, emotes, animations, sounds, and dances. This way the developers can just call your toon and tell it to play dance 1, 2, 3. They would need to separate your race's dance and make it external to your player kit then add animations for each race on each available dance. Then when you wish to dance they'd have to check your toon's dance settings, find the appropriate dance and race combo, and play it.
