Thing is, Bliz took steps to make sure Howling Blast replaced Icy Touch for Frost DK once they hit the proper level. The Icy Touch part of Rime is only meant as a sop to leveling DK who don't have HB yet.

Now, maybe they ought to reverse that, but it was pretty clearly intentional that IT dropped out of frost's rotation.
