"If a player wins a Need roll under the Need Before Greed system on a Bind on Equip item, the item will become Soulbound to that player. The item will remain unbound if won via a Greed roll."Cool, but one thing should be clarified: is the item indeed soulbound to the player, or to the character?

Seems pretty clear that it's bound to the character, since the term "soulbound" was used. That is always character-specific. "Account bound" is used for items that can be transferred between characters on an account.

Oh sweet Battered Hilt, this fix cometh too late for us to ever be united...

@Matticus: I feel your pain. I ran those every day on my Druid main, never got it (or saw it drop). First time I stepped in on my Warlock, won the item. First time I stepped in on my Paladin, won the item. I hated that damn hilt.

I just hope that items soulbound in this way will have the tradeable cooldown, a la boss drops. At least then, if someone hasn't read the patch notes and hits Need in the expecation of being able to sell it, there's at least a chance they can be persuaded to hand it over to someone who actually does need it, rather than just having to vendor it.
