Before Cataclysm, Alliance controlled or had a significant presence in several more zones than the Horde. After Cataclysm, Alliance still controls or has a significant presence more zones than the Horde, but only a few more instead of several more.

If things start out already unbalanced in favor of one faction, balancing them will look like that faction losing ground.
