I think you have a point. They left a HUGE amount of cliffhangers and possible raid hooks. That's great except now it means a HUGE amount of raids. The worst part is they did bring enough content you can't break it into another expansion. I really do think DW should be a raid we have at level 90 in another expansion. Trouble is, all the quests are worked nicely to give you the explore X achieve and because of that, there isn't a lot of room on the map to jump around anymore. They can't have us revisit uldum and quest at level 89 in a zone designed for 83, for instance. I am quite surprised with what they are doing in Firelands and find that, in general, pretty awesome, but I just don't think there's enough room for an expansion which is what we need. They did indeed make too much potential, but not enough of everything to actually finish the story. I do wish twilight highlands had gotten it's own expansion and this one could tell the story of the elementals (and I mean tell it, not just have us quest there).
