How can you say even half of Uldum has no content? There's like, 30 quests focused on the tol'vir! And the other 70 each have their own cutscene!

(Sarcasm, folks. 70 of the quests are all "Harrison Jones and The Homage That Would Not End," complete with a boring, unskippable cutscene every 3 quests. That leaves us with less than 30% of the quests in Uldum having actual [and interesting] lore. It's disgusting, really.)
