It says "with the exception of any items with rating requirements attached. These items will no longer be available for purchase." So, no weapons.

The 359 PVP weapons will be purchasable with Honor after you have accumulated X amount of honor. It's like a gating requirement.

The weapons that required a 2200 rating will no longer be available.
