It's actually pretty easy to know why the valour point change was made; it's to make the limited content last longer by delaying the upgrades. They'll spin it by saying that a large majority of the playerbase doesn't raid and therefore it's not fair to them that they can't cap their valour points every week, but that's just spin-doctoring.
