Actually, isn't it because there are now TWO tiers of raids that raiders can do?

Now you can cap VP by doing heroics or by raiding. Choice is never bad.

Sure, it's easier to do seven trollroics for the cap, but if you'd rather do what's easier than what you are supposed to find fun, then perhaps raiding is not for you.
