The kitten actually was hit by the train, but a hundred resets ago. Since then, its ghost haunts the Wonderworks. Jepetto didn't know about this when he bought the store, but got used to having a spectral pet. At least this kitten doesn't need a litter box.

Or, the Gnome didn't do anything because he's taking a stand for Gnome rights, and is sick of cats of all sizes using them as squeaky toys, scratching posts, and catnip holders.
