I know which zones have the least amount of bears in them; Blackwing Descent, Bastion of Twilight, Thrones of the Four Winds and soon Firelands.

Winterspring and Felwood have tons of bears.

Western Plaguelands has a ton of assorted bears.I think almost every forest (not jungle) zone with 'normal' animals (Not dinosaurs) has bears in it. Elwynn Forest, Loch Modan, Darkshore, Ashenvale, Feralas, WPL, Silverpine, Hillsbrad Foothills, Dun Morogh, Felwood, Winterspring...Redridge and Hinterlands are 'mountain' so dont have bears, and Ghostlands and Eversong Woods are populated by big cats as the large predator (not that Blizzard takes that sort of thing into account), and Duskwood is crawling with worgen and wolves for that whole werewolfly theme, but otherwise if there's a lot of trees, bears are probably there.

If you want bears go to Felwood, Winterspring, or Proudmoore.

Darkshore has bears, however, if you've already quested through there make sure you hadn't chosen the bear buff (allegiance.. what-have-you) that makes the bears friendly (or is it yellow/neutral) to you. I know you can attack/kill neutral mobs, but I'm not sure if you start killing the bears if the buff thing will go away. I haven't been back through there in a while after the first time my NE went through there, I just remember there were 3 and I chose the deers. :)
