get the addon named Juggler

How is that going to make any difference? I read the description for it and it seems like it doesn't really do much..

Paigeparamour, the addon Juggler is basically a macro the temporarily programs your mouse wheel for the task of tossing the torches rapidly. When you are in Dalaran and have your torches, you start that addon and then position your view so that you are looking down on your character, putting the cursor at your feet, then start spinning the mouse wheel. The addon has a bar on your screen that keeps count of the torches you have and how many you have caught. It makes the achievement very easy to complete.

That would really be no different than me binding it to a number on my bar and spamming it while rapidly clicking on my feet. Besides, I don't use a mouse; Laptop user.

Anyways, I figured out what the problem was;
You HAVE to complete the torch catching quest first to be able to get the achievement in Dalaran (A GM confirmed it for me in game when he assisted me).
