I hate saying it, but this is WoW all over. It's why RBGs are getting more rewards attached to them. War games require too much work and have no reward, so no one wants to do it. On the other hand, raiding is never out of style, since it's got rewards busting at the seams.
IMO, the minimum cap needs to be completely removed so it can be more of an exploratory feature. I have guildies who wanted to do war games to learn a map, but we needed far too many people to start them, and some folks were too embarrassed to learn with their fellow guildies around to judge them (and we're not really a hardcore guild!).
