How do you get "Elune is definitely not a Naaru" out of that? Even qualified with "to the night elves, at least," I find it a weird interpretation. The answer looked more to me like a deliberate attempt to throw a bone to people who suspect Elune = Naaru to be the case, without actually committing to anything ...

Yeah, if anything, it looks like an acknowledgement that it's a real possiblity, with Velen considering it likely.
Tyrande reaction is expectable: priests are very zealous about the deities for whom they serve as proxy.

They didn't really say if Elune was a naruu or not, just that Velen (who hasn't actually met or talked with her) said that what he's heard resembles what he has heard about, and his experiences with, naruu. Then again.. supernatural superpowerful beings will be somewhat similar if similarly motivated (toward good, away from evil, toward law, away from chaos).
