When a Keeper of Ulduar died (in Halls of Lightning, Loken), a signal was sent. The response to that signal was Algalon, a construct sent to judge if the old gods had gone too far and the world needed to be remade. He figured yes, and was sending a code to the Titans (or wherever) to reformat the world with the machine in the Halls of Origination, when the players killed/ stopped him.

He's sort of like the Silver Surfer to the Titan's Galactus.

He was essentially there to guard the phone number the titans left around in case of emergencies.
