I personally tend to think Tauren are like the Dwarves and Tol'vir: sentient races created by the titans originally to watch over their creations, but instead infected with the Curse of Flesh. Instead of acting as guards of Titan artifacts, however, they were given more free-roaming duties due to their large stature and stout bodies. They existed to protect the land itself from outside forces, or even from Old God mischief. It would explain why they are in touch with ALL the elements (shaman and druidism) moreso than any other race (except trolls, now).
When the curse of flesh hit, however, it messed with the Tauren a bit more, as there were no written records or titan constructs around locally to explain things to them. They kept wandering the world out of habit, but it wasn't until the Earthmother (possibly a Naaru/Elune) found these wandering, flawed Titan creations that they found a purpose to their nomadic ways.
