I was under the impression that the staff would work like Shadowmourne, requiring a ton of VP Vendor bought or Boss dropped items (Primordials) to begin the second phase of looting items from bosses (Shadowfrost shards). At least, that's how the quest chain sounded when I read it on MMO-Champ
Am I mistaken? I hope I am as I wasn't looking forward to spending 100K+ on mats in order to get my quest progression going as soon as possible.

The first collection quest, which requires both 9,000g in mats and boss drops, can be picked up by anyone at any time after they have killed a Molten Lord.
At this point, no one knows how the drops from the bosses are going to work because no one has seen them and Blizzard hasn't told us. We know that the items are flagged as quest items, we know they'll only appear if someone is on the quest, but we haven't the faintest of anything beyond that.
Either way, it wouldn't hurt to have as many people as want the staff to go ahead and pick up the first collection quest. The first part of the staff should behave similar to Shadow's Edge, I would imagine, which virtually anyone was capable of getting in ICC.
Keep in mind, this is only step one out of three. The second step requires collecting 25 additional items that we have no clue where they come from as of yet, while the third step requires collecting 250 souls and killing an extra-difficult Ragnaros.

Actually, it looks like the requirements have been changed again. If you've already cleared out BWD, BoT OR Throne then you'll automatically be eligible to start. Killing a Molten Lord will also start the quest line, but won't be necessary for a lot of people.
- "Steadfast raiders have an opportunity to embark on a series of quests to create an all-new legendary caster staff. In order to begin the process of assembling the staff, players must first kill a Molten Lord in the Firelands, or have completed any of the achievements Bastion of Twilight, Blackwing Descent, or Throne of the Four Winds. Once any of these achievements have been unlocked, players can accept the quest A Legendary Engagement from Ziradormi in Grommash Hold in Orgrimmar, or Coridormi atop the Wizard's Sanctum in Stormwind (players who have already completed any of these achievements are immediately eligible for this quest). Players who become eligible for the quest series by killing a Molten Lord in the Firelands will automatically receive the quest Your Time Has Come, leading them to the start of the questline. The legendary item questline is only available to druids, mages, priests, shaman, and warlocks."
