While I'm usually one of the people who agrees with advice like Robin's (follow the rules, or pay the consequences...) this one actually sounds like a case where a little more communication is in order. Especially if H has been reliable and helpful in the past, H should have the opportunity to explain what's up now. Anyone who has a proven track record that suddenly changes deserves an opportunity to work things out.
