Yes, the tooltip on the trinket is wrong. It grants 508 stat per stack on use (2540 with five stacks)

In 378 gear, the Apparatus will proc Crit instead of Mastery, so the general consensus is that it's not as good as it could be (if it were to proc Mastery, that is). Essence of Eternal Flame and Vessel of Acceleration are definitely better.

However, I'd say It's worth holding on to in order to have the option to bump it up to a 391 with a Crystallized Firestone once your guild starts downing heroic bosses!
