They are awful, but they're also the only ilvl 391 boots available. They should probably be your very LAST upgrade that you burn your Crystallized Firestones on. I didn't mark this as a BIS list, especially since we're not talking about any heroic gear here. For 99% of rogues, the crafted boots will last them through Firelands.

Crit rating is the worst stat for both assassination and combat. Mastery rating is the worst stat for subtlety. Reforging can't fix that. Also, assuming the reforge will go to spell hit is short-sighted since you can easily hit spell hit cap without these boots. The reforge will probably go to haste, which has a lower EP value.

No matter what spec you are, these are the worst boots of the tier. In addition, the better pair of boots are craftable, which means everyone can obtain them and you don't have to wait to win any rolls. You shouldn't spend your money or DKP on the Sandals because you can replace them easily. If you've already upgraded all of your gear with CFs, then these boots are next in line. Until that point, they're still inferior to an easily obtainable alternative.
