Lesser celestials do proc from Bountiful Bags when you DE the lesser jewelry and armor. The greater ones dont because they were classified as "elemental" for whatever reason.

During WotLK this was also the case for Cosmic Essences. The lessers were under Trade Goods -> Enchanting in the AH while the greaters were under Elementals. Since they followed this same scheme in Cataclysm for Celestial Essences, I'm thinking that this may be intentional.
