My plan for my mage is to level him as fire. Once I get to 85 I'll learn how to play arcane and likely do that for progression fights where every bit of DPS is needed (the faster the boss dies the less mana the healer uses and the less likely the tank(s) die). I'll play fire on farm bosses and dungeons.
