This is actually a widely believed falsehood. Caster forums at EJ list different haste breakpoints for Goblins and if you start a level 1 goblin and look at the character pane (no gear, no talents, no buffs) it lists 1% Haste.
Trolls are the same way. Pop Berserking and check out your character pane, you'll see an approximate 20% increase to Haste while it's active.
It's one of those things. Blizz calls it "casting speed" to dumb it down for new players, but at the same time it ends up confusing those of us who know the difference between Haste and Cast Speed.

Ah, my horde alts have been shortlived experiments. All I've got to go on is what the tooltip says.... christ dumbing down for newbs just confuses the learned.

I can absolutely confirm, as someone who has played a goblin shadow priest, that Time is Money indeed affects DOTs. You can check this easily -- on a level 6-7 spriest, the Shadow Word: Pain tooltip says it ticks once every 2.97s.
