Those days are usually gone when a company reaches a point where they're not fighting tooth and nail for every single customer. The more a company has, the more they have to lose, and the less risk-averse they can afford to be.I'm sure an actuary somewhere has decided that it's way less risk for Blizzard to suffer the loss of accounts from people canceling "on principle," than they stand to lose in revenue from people who will no longer pay for realm transfers because of this service.
