Should I be gemming for sheer mastery? And only pick dodge and parry if the socket color doesn't offer that option.

Gemming decisions really are based on your particular gear and how comfortable you are with your health pool, but typically, if you are going with a Mastery-centric strategy:
For sockets that offer a mastery/dodge/parry/stamina bonus
Fractured (Mastery) in Yellow
Fine (Parry/Mastery) in Red
Puissant (Mastery/Stamina) in Blue
Note that you do not gem for Dodge as dodge is a yellow stat, the same color as mastery, so even if you find yourself reforging your parry to dodge to balance them, you are still going to use a Fine Ember Topaz in your red sockets.
