Are you entering the dodge/parry percent immediately apparent on your armory, or the percent available when you mouse over the total percent? Your dodge should be 9.99% and your parry 8.78% as you enter it on your sheet. (This is the usual problem when people report the sheet is giving them a too-high percent.)

I'd always recommend the piece with the most CTC. But, if a new piece is less CTC than an optimal piece you don't have yet and it's more than the piece you have now, go for it. CTC is more important than iLevel.
