while i can't speak for arcane mages over lvl 60 (since i have a mage of that lvl) the two button myth for arcane is completely correct to that lvl. to top dps is a five man all you need is arcane blast and whatever else you want ot press at four stacks.
AOE doesn't even need to be considered. You will top the group without looking at it.
And as far as beyond lvl 60 goes, I confess i'm ignorant of what part mastery plays in all this but at least to grouping up to lvl 84 with mages it's hard to argue with recount shoing them having used only two spells an entire dungeon run (with blast being up to 96% percent of their dmg) and they top the group.
I love my mage so far but I can still see this. Those other spells we have are nice, some wonderful, but none needed for dmg.

You want oversimple? Holy Paladin dps (surprisingly good starting around level 31 and up to at least 60). You hit Judgement once a minute for the haste buff, and otherwise it's Exorcism Spam. Unless moving, Holy Shock isn't worth it without Crusade out of the Ret tree.
I've over-aggroed the tank a few times by one button spam. Granted, It's only been when popped Divine Favor on an Undead boss (for 100% crit chance), but the point remains: One. Button. Spam.
