The system to slow down the game is required because a server crash would kick out every single player in the game, literally.And the delays aren't fun. From what I read, you can have delays up to 20 minutes. An action in the game takes 20 minutes. Then the reaction from the opposing player takes 20 minutes. Even in a space sim this is ridiculous. On anything else it's moreso. Imaging playing PVP, and hitting someone, and having to wait 20 minutes for the attack to land, then wait 20 minutes for the other player to return an attack.And LOTRO was designed to have instanceable zones, WoW is not. You can't just change the coding of the whole game when you pop in new servers. That would take a massive overhaul that would take forever.And games which instance off zones when player loads reach a certain cap are usually criticized for it. STO has a small number of players per area cap, and people have reported seeing instances in the thousands just for one area.
