If you think about it, it's a stunningly smart move. By allowing knockoffs and fakes to use actual logos inside the country itself, they almost completely guarantee that any and all profits that should be heading out of the country (to the correct companies and distributors) stay in China instead. They get all the brand recognition, avoid losing capital, and keep their populace relatively happy with low-quality rip-offs.
This, ladies and gentlemen, is how you dominate the world market.
