Whereas, I think it just meant "cooler" as in "not as concerned with." He's just saying that China isn't as worried about infringement as the U.S.

So, he wasn't supporting copyright infringement. He was just mentioning that other countries are more lax about enforcing it.

An understandable misreading, to be sure.
