Talenting Consecration is generally a bad idea, as you'll notice that there are two Ret and even 1 Holy talent that produce more threat. However, Consecration is more powerful than Holy Wrath, unless of course you need the stun. The mana cost of an untalented Consecration is rather drastic-looking, but compared to its CD, it isn't as expensive as it first appears and only becomes a mana problem if you forget to Judge.
