I have a moderately related question.
I'm leveling a prot paladin, and I've noticed that my HotR is currently doing more single-target damage than my Crusader Strike (my theory is it's my weak weapon not matching the holy damage output on HotR.) I know this won't hold out until endgame, but are their any circumstances (such as an enemy with high armor) where you'd want to use HotR over CS single-target?

Nah. CS surpasses HotR significantly in single target threat in raiding.

Talents also may make a difference. If I had Wrath of the Lightbringer on my leveling prot, my Crusader Strike would be hitting harder than my Hammer of the Righteous. However, I'm leveling through dungeons, so I'd rather invest in AoE talents than Single-target ones. While WotLB does increase HW crit, I'd rather get the consec mana cost reduction out of Hallowed Ground. In the 30's-40's, it just seemed like a wiser use of talent points.
