I was wondering sort of the same thing.

I love Frost but do I have to wait until I get the T12 four piece set before I can consider raiding in it or can I pull respectable dps as Frost prior to gaining the set?

Given that heroic bosses die quickly enough that you can usually kill them with two back-to-back burn phases, I don't think any mage spec is ever going to beat Arcane in PvE if you're not going to be using it for Raiding

You can't get 4-pc T12 without raiding, only 3/5 are available for valour points.
