It really is a pity that Setesh gets skipped so regularly. I love his quotes, and I think he's a remarkably well-designed boss, in that he's functionally a DPS race but the nature of his soft enrage mechanic means that a particularly good tank and/or a particularly good healer can make up for poor DPS, or equally a particularly high DPS group can prevail despite a weak tank/healer. It's, in other words, how an encounter to be handled by wildly variable random groups should be designed.

I haven't skipped Setesh in MONTHS, because I haven't got Halls from the dungeon finder in MONTHS. I've been everywhere else except Halls.

When tanking HoO I always do a full clear, no exceptions. At first I hated tanking Setesh because I wasn't sure what exactly to do, but slowly learned to enjoy the encounter especially the trash pulls. I love kiting, I don't know why.
