Spectral Tiger and Swift Spectral Tiger are not two separate cards.
Once you enter the code on a character, you get both of them.
Since they are now BOE items, some people keep one and sell the other, or send the other to a friend (a very good friend!) or alt.

No, it's always been the one card. I think you could only get one mount per card, or something like that (so if you wanted both the regular and epic Spectral tiger, you needed two cards), but I could be wrong on that part.
But it's only ever been one card.

When it was introduced, it was ONE card, with ONE code, that could be entered ONCE.
... But when you had done that, the NPC then functioned as a vendor, allowing you to purchase BOTH mounts.
There has ever only been ONE Spectral Tiger Loot Card.
