Tier 1 Hot Streak gives your crits a chance to give you a free instant Pyroblast. Tier 2 Hot Streak, IN ADDITION TO TIER 1, gives you a 100% chance at a free instant Pyroblast when you crit twice. You don't lose Tier 1 by putting talent points into Tier 2.
