Well, it IS ethereals running this thing; you have to expect a little tricky fine print. The final cost isn't final? Just sounds like the ethereals are reserving the right to charge whatever they want whenever they want.
Which is, of course, perfectly in character.

Except they really said that the cost to unlock Void Storage isn't final. I don't remember where Blizzard said anything about the deposit/withdrawal fee not being final.
