The problem with an option for everything is that it quickly becomes an option for nothing, far to cluttered and complicated for any beginning user to even dare attempt to delve into its far reaches. That's why Blizzard is leaning on mod developers, to fill in that gap for the more experienced, I-know-what-I-want user. If every piece of customization was available in the configuration GUI, it would basically look like the Windows Registry. I doubt anybody would think going through it would be "fun".
