There didn't used to be. The Cataclysm changed the whole flavor of Horde leveling. It used to be about defense and scraping a living out of nothing and being damned proud that you could.
Your impression of the Horde quests also depends on where you're coming from. To me the Horde leveling experience up to about level 40 or so (on Kalimdor) is now about the Horde stealing from the Tauren. I honestly don't know why we're still with them. They killed Cairne, aren't doing a damned thing to help with the 1K Needles Refugees or the quillboar insurgence. They're using the tragedy of Camp T as a symbol to do yet more killing. They totally ate into Stonetalon and let the goblins pollute the lake and kill a sacred animal...
It didn't used to be like that. Honest.
